Abstract: In order to solve the problem that the effective emergency measures cannot be produced quickly because of the high uncertainty of fire accident in the renovation project of old industrial buildings,in view of the phenomenon that the decision process is relatively single and the objectivity is insufficient in the previous decision scheme determination research,on the basis of the frame representation of renovation project fire accidents, on the one hand,the C- OWA operator is applied to the calculation of attribute weight of heterogeneous information in order to determine the similar case set satisfying the similarity threshold more objectively.On the other hand,the scheme attribute evaluation and comprehensive ranking are carried out to select the optimal emergency scheme corresponding to the similar case set. The practical significance of this method is illustrated by an example.
