Evaluation of urban emergency rescue team capability and application

Abstract: In order to measure the rescue response and disposal ability of urban emergency rescue team, based on China's standard requirements for the construction of urban emergency rescue team, the evaluation indicators are analyzed and screened, the evaluation index system and evaluation model of urban emergency rescue team ability are established, and the comprehensive application of analytic hierarchy process and weighting method are adopted for quantitative evaluation to determine the weights of indicators at all levels. A city in southern China is taken as an example. It is found that the layout of urban fire stations and the capacity building of emergency response teams, which are dominated by integrated fire rescue teams, are the key nodes of urban public safety guarantee line and the establishment of long—term safety mechanism, and targeted improvement suggestions can be put forward for its weak links. The results show that this evaluation method can be used as a reference for establishing urban safety emergency rescue team system, improving urban emergency preparedness and carrying out regional coordinated rescue.
