Abstract: In order to prevent fire accidents of industrial buildings outside of winter Olympic venues, the multiple factors and comprehensive risk assessment index system was studied by identifying fire risk factors of key place and facilities. The risk points of the key place and facilities were analyzed and classified, by statistical analysis of typical accident cases and potential fire identifications on sites, including ammonia-related refrigeration sites, power plants and supply chain financing. On account of risk theory with inherent fire risk, risk mitigation measures and real fire risk, the multiple factors and comprehensive risk assessment index system was presented, including sensitivity of winter Olympic games, regional characteristics, buildings properties, firefighting facilities condition, fire safety management and external rescue force. And the important degree of risk indexes was divided by risk ranking method. Some time-varying risk factors were dynamically collected and quantified, and this fire risk index system can identify and analyze multi-source risk with time-varying characteristics, and therefore improve the level of fire risk warning for industrial buildings outside of winter Olympic venues.
