摘要： 研判安徽省2020 年抗洪抢险救援形势，针对“全灾种、大应急”职能任务需要，结合工作实践，从指挥体系、基础建设、专业能力三方面分析了消防救援队伍转型升级、提质强能所面临的问题，进一步论述提高消防救援队伍实战能力和队伍建设水平的对策建议。

关键词: 消防救援, 应急管理, 抗洪抢险, 能力建设

Abstract:

Analyzed the situation of flood-fighting and emergency rescue in Anhui Province in 2020. In response to the functional tasks of "whole disasters and big emergency", combined with the work practice, the problems of transformation and upgrading of the fire rescue team and the problems of improving quality and strength were analyzed from three aspects of command system, infrastructure and professional ability. This paper further discussed the countermeasures and suggestions to improve the actual combat ability and team construction level of the fire rescue team.
