摘要: 基于情景构建的多灾种应急救援模拟演练是改革创新消防救援演练方法的重要途径,是实现“全灾种、大应急”新局面的关键技术支撑。从新时代消防救援事业的需求出发,分析了传统消防救援培训演练模式及其不足,调研了国内外可借鉴的情景构建先进理念方法,探讨了模拟演练应从“预案应对”向“情景应对”转变的必要性和紧迫性,提出了基于情景构建的多灾种应急救援模拟演练思路、模式及平台架构,探讨了多灾种应急救援模拟演练平台的功能。

Abstract: Multi-hazard emergency rescue simulation training based on scenario construction is an important way to innovate fire rescue drill methods, and the key technical support to realize the new rescue situation of "All Kinds of Disasters, Big Emergency". Starting from the needs of the fire rescue in the new era, this paper analyzes the traditional simulation training mode and its shortcomings, investigates the advanced concepts and methods of scenario construction abroad that can be used for reference, analyzes the necessity and urgency of the transformation of simulation training from "plan response" to "scenario response". At the same time, the scheme, mode and system composition of multi-hazard emergency rescue simulation training based on scenario construction are put forward, and the platform function is discussed.
